Integrating child/parent relationship from USA contacts.

[ ] Pull parent/child ids from usa contacts and store it in the yamls files.
[ ] Import ids into foia-hub db.
[ ] Discuss / implement how this might effect / change the front-end. Create tickets as necessary.

So first I'd love to get a holistic idea of how the parent-child relationships work from the USA.gov data, as compared to how our current data (derived from FOIA.gov) describes them. How does their accuracy compare generally, and in the context of FOIA? Granularity?
