More prominent treatment for active FOIA libraries #259

For the few agencies who do a great job of publishing FOIA responsive documents in a regular, predictable way, give their libraries prominent treatment and strongly encourage users to check out their contents before starting the request process.

One thing we need to consider if we're going to do this is:

[ ] Determining what it means to be "active"
[ ] The process to determine how we update this as we go into production: are we manually checking reading rooms to see if agencies get better?

This is going to have to be pushed to next sprint, as it's actually dependent on #269, which needs review/merge tomorrow.

Fine, fine - let's let this wait until we address reading rooms more thoroughly. I'll let someone else execute my request, but I suggest this be descoped.
