I looked through the agency contact landing page, and identified these terms that likely need tooltips:

"simple requests" "complex requests" "FOIA library" "public liaison" "median processing time"

That probably needs to be expanded once we get to the form, but a great start.

@vz3 and @konklone, I spoke to Noah Manger about this and he said he used http://iamceege.github.io/tooltipster/ for myRA. Said it wasn't too difficult, except for making it 508 accessible.
