This is expected behavior. A number of the descriptions for agencies contain the words 'Department' and/or 'United States' which yields numerous results for 'Department of State'. There are a couple things that make this behavior acceptable:

1. Searching for text that might be in an agency name will result in auto-complete results. Users are most likely to click those.
2. The agency name shows up at the top of the search results.
