New stack upgrade. #783

I tested the upgrade on staging and it worked fine.

We use the manifest.yml file right? I see a message to that effect when we deploy to production. Should we be putting the stack information there?

@khandelwal we could put it in either. I can move both to the manifest. Thoughts?

Let's move these to the manifest file. That way if someone doesn't use the deploy script, they can still deploy with sane parameters. Make sense?
