Loading changes #812

  1. Not all service centers have a phone number after the data update. The script was breaking because it assumed this was the case.
  2. Offices were deleted and need to be removed from the database. It seems that the cleanest way to solve this is to overwrite the data after each update. Once we start importing data via the contact updater we'll need a different solution.
