Also some minor tweaks:

Ignoring the Gemfile.lock
Fixing the formatting of the recipe list
Enabling automatic linking of URLs

@afeld Is this PR still valid and up to date? Looks like several PRs have been open for several months. @gbinal Are you still actively maintaining this repo?

Thank you both. Yes, this repo is still actively maintained. @afeld - sorry for the delay.

I'm going to create another PR that merges this branch into 18f-pages though, since that's the primary branch.
