Create cloud.gov accounts for agency core team #2

Invites have been sent to the core team. When they have confirmed that they accepted the invite, we'll grant them access to the organization.

@ismorgan, @nikkichurchwell, @metzgr, and Emily - when you accept and set up your cloud.gov account, let me know and I'll grant access to the ED-API org.

I've hit a roadblock and am asking for help, but this should be resolved soon and isn't a blocker in the meantime.
