I've confirmed that this is doable, though we'd need to think through further how to structure this. Specifically -

The Base URL for the location. E.g. https://s3.amazonaws.com/autoapi/q4_2015_all.csv -> https://files.ed.gov/autoapi/q4_2015_all.csv ?
How to manage it
Impact on monthly usage costs

Also the advice: if you want to CNAME it, it is probably a good idea to use cloudfront behind S3 so you can use HTTPS
