Implements issue(s) #108, #78

Changes proposed in this pull request:

Increase RAM for container - some ETLs require extra
Reduce instances from 2 to 1 - prevent two scheduled jobs from running at same time (long term solution - should use CircleCI rather than APScheduler)
Tweaks so collecstatic works and we can turn off DEBUG mode
