Determine the source of CFDA #s that agencies use to identify data

Update: I learned that CFDA prefixes are not reliably correlated with subagencies. Each agency assigns them differently.

This means the "minimally" above is the way to go. We'll have to provide a way for users to enter CFDA numbers. Goodbye, single-step dropdown menu.

@bpdesigns is investigating this with DoT/FTA partner.

Here is the link to current CFDA#s in a CSV from 3 different data sources. I think they have all the same info so not sure why there are 3 versions.

I'm having a meeting with DOT/FTA tomorrow to confirm process. It seems like they search for all audits for their parent agency DOT and then go through each one to find the ones related to FTA.
