PDF extraction task improvements #76

User story

As a dev, I want to make it easier to re-populate the database with PDF extracts so that we don't have to re-process PDFs every time we clear, migrate, or otherwise change the database.

Acceptance criteria

[ ] Store dict results in S3 instead
[ ] Add a separate task to retrieve results from S3 and store into the database

We have the tools to do this now, but not the time unfortunately. Unassigning myself.
