[ ] Add description in header of where the data that populates this site comes from @bpdesigns
[ ] Add footer with links to project info and repo @bpdesigns
[ ] Add date that the data we're using is last updated - @bpdesigns determine placement
[ ] (likely this is way out of scope) we've heard that filtering by the CFDA would be helpful or by grantee name
