Question: The RFQ mentions security controls and procedures designed to protect access to PII. Are there existing tools or software that HHS uses here that they would like us to adopt? If so, what are they? "

Prior to acceptance of any merge requests, the technical lead from 18F will review the code to ensure it is compliant. For more information on expectations that the vendor should have for their developers, and that 18F/OHS will have for the vendor, please see https://before-you-ship.18f.gov/ along with the Quality Assurance Surveillance Plan included in the RFQ.
