Question:

Do all key personnel need to be full-time for all three years?

Answer:

No, we have not specified whether key personnel must be full time or part time for any amount of time. However, there is an expectation that key personnel will remain on the project for at least the initial 12 months or project completion whichever is later. See Section 6.2 of the RFQ - Personnel Substitutions
