need to be able to remove sendak users

Overview: if a user leaves 18F, we need to be able to take their account away. This would remove their account in IAM, and remove them from the 18F organisation in Github (optionally?).

arguments

• arn for the user

produces

• a transaction receipt from amazon

syntax

• sendak rm-user --arn arn:aws:iam::145555225555:user/JaneRoe
• sendak rm-user --arn arn:aws:iam::145555225555:user/JaneRoe --github-user janeroe
  • the janeroe argument should be optional because Sendak has a 1:1 map of IAM to github users.
