Probably an onboard task is required at this point (note: requires shell-pluggable)

arguments

given name
surname
project (e.g., devops, midas, et cetera)
optional: user's github profile id (@janearc)
produces
a qr code on disk
a password
a new iam user whose password must be reset upon login
syntax
1. sendak onboard --given-name Jane --surname Roe
  - produces a qr code for MFA which is shared via a separate channel like slack or email
  - produces a one-time password
  - user after login responds with two codes
2. sendak onboard --finalise --arn arn:aws:iam::145555225555:user/JaneRoe --code 123456 --code 789012
  - codes are provided by user after the above command over e.g., slack

eventually it would be great to be able to specify an extant ARN so we can 'onboard from within' and not have to specify additional info (this would be i guess what coalesce does, sort of)
