In order to file an SBIR or STTR application, a company must be registered on SBIR.gov.

See http://sbir.gov/registration looks like registry is searchable but not sure about scraping / getting a dump of all registered companies. Doesn't cover DOD which is registered at https://www.dodsbir.net/submission/Firm/Firm.asp?view=add
