Register with SBIR sites #60

Are we able to programmatically submit files to sbir.gov or do we have to preregister on the site? What about dodsbir.net and afsbirsttr.com

Let's check both dodsbir.com and sbir.gov to see if we can submit forms without logging into their system (ftp endpoint?). if not, we'll need to put in a request to the site maintainers.

Let's narrow the focus. We're just going to work on getting dodsbir's submitted, maybe via email. Dave C will take on calling the sbir help desk to ask if there's a valid email to submit to.

Tracy Frost is the PoC for the dodsbir.com at OSD's OSBP (small business office) don't have an email or phone number, was transferred, contact main office at 571.256.7791
