[WIP] Script to convert a README to an 18F Pages site #59

Dammit, @arowla, you're a bad influence.

So this probably should go in a new gem, and maybe become an on-the-fly 18F Pages feature, but here's the proof of concept. Interested to hear what @gbinal and @konklone think of this approach.
