Pin jekyll to 3.1.0 so jekyll_pages_api_search plugin doesn't break the jekyll build.

To Do:

[ ] search-bundle.js is missing and causing a 404 error on the index page now. We don't even need search on this site, so need to figure out how to disable it. Or maybe just include it so it doesn't 404. Barf.

I think I solved the missing search-bundle.js problem, but it will involve a new release of guides-style after https://github.com/18F/guides-style/pull/97 is merged.

Would also be nice to wait for https://github.com/18F/guides-style/pull/99 so that we get the new 18F logo favicon.
