Reg landing page, about page, etc. styles #394

Worked closely with @jehlers to 1) Swap out images on the about page 2) Add banner images per regulation 3) Add a search bar on these landing pages 4) Style pre-suggested search terms 5) A dozen or so little spacing/font-size/etc. tweaks

There are a lot of little changes here; sorry for bundling them, but it was the easiest route.

Builds on #368. Resolves #385 and #393. Looks like:
