The definition uses Executed under penalties of perjury https://atf-eregs.apps.cloud.gov/478-11/2016-00112#478-11-p987553779 but the rest of 478 uses executed under the penalties of perjury, for example https://atf-eregs.apps.cloud.gov/478-151/2016-00112#478-151-b
