@ctro Let me know if you want a walk-through of how this works. The dsc/README-jenkins.md should be correct.

At this point I know DSC well-enough to have some opinions....

@ctro OK w/ you if I merge this and my pdb/xsqlserver branch? I don't think it needs a lot of review since we've concluded that DSC is not a good approach in the long run.
