Windows workstation in EC2 w/ Kitchen #20

Clint - I think I should merge in this work to build a usable workstation with Test-Kitchen. The cookbook part should work identically w/ kitchen-azurerm. The user/pass are example only, the real values are in .kitchen.local.yml, and not committed here.

The terraform file creates a security group in EC2.
