It appears that the current web app utilizes AngularJS v1, is it the intent of the government to utilize v1 or to upgrade to v2 under this scope of work?

DOL wants to use the Angular upgrade adapter (ngUpgrade). Existing code and changes to it will stay in Angular 1, but they want new code to be in Angular 2.
