PWS section 2.0 OBJECTIVES Section 2.0 states: OPM and NBIB are seeking the creation of a new front-end/user interface prototype of the e-QIP system.

Question/Comment

The word “prototype” is confusing. Prototype means “a first, typical or preliminary model of something, especially a machine, from which other forms are developed or copied.”

What is the purpose of this prototype? The document uses the word “prototype” but implies a level of development, integration, and dependency management akin to something that will be used in production.

The purpose of this prototype is to deliver an improved applicant experience to users utilizing modern web frameworks and thoughtful design based on user research and close coordination with stakeholders. The word "prototype" has different meanings to different people, but this is not intended to be "throwaway code," and should be extensible to support further development and integration.
