Are all business rules in the current e-QIP intended to be reproduced in the new application? A simple example is that if you indicate you were not born on a military base then the user need not enter a base name. More complex examples would be validating that certain dates do not overlap and occur after birth.
Existing business rules may or may not be incorporated into the new application. The vendor is expected to conduct user research that will inform many of the decisions around form validation and design.
