Any tips for which files are important and instructions for developing and deploying (and of course documentation for the actual REST API) would be quite helpful. Happy to chat with someone more familiar with this repo and then start working on this.

Yes, if you could get to the readme that would be awesome. For now a simple description of the app with instructions on how to get setup and how to help contribute (we could copy some from here: https://github.com/GSA/unclaimed_money#contributing). I'll start adding issues to this repo, feel free to do the same.
