[x] write email sending logic
[x] do the necessary config for this work locally under runserver
[x] back out email notifications
[x] add slack notifications (including local dev fallback)
[x] tests for slack integration
[x] fix the url link

We're going to notify into Slack instead of email.

What are the implications of this for a future in which 18f has a bug bounty UI for other agencies? ("Who knows! That's tomorrow's problem" is a fair answer :-))
