Create a new system in Chandika which you will use for this purpose. Ensure the account, Tock code, and infrastructure tag are set. You can use any unique value you like for infrastructure tag. Then ensure that any resources you create are tagged with Project=<tag_value>
where <tag_value>
is the value you entered in Chandika.
I've tried several times to create a system in Chandika, but then I don't see it in the systems tag. I'll to attach a screenshot showing what I've filled in prior to clicking 'Add':
I have been creating systems with project=tla_cloud_beta
for the last week so I hope that helps with after-the-fact billing.
Meanwhile, is there something I should be doing so the system shows up in Chandika?

I was able to create it successfully using the values you entered. Not sure what is happening there.

I need to use EC2 to test Chef cookbooks against short-lived Windows instances, where "short-lived" means a lifetime of only 6 minutes.
How do I use Chandika + EC2 tags for billing for such instances?
I expect to use a consistent set of tags for the instances I create, then have some system that gathers usage data for the resources created with those tags to then charge the appropriate account. However, I'm not sure how to set that up through the Chandika interface.
Can that be done w/ Chandika in its current form, or do we need to tackle in some other way?
