I am pulling together the list of people in each of our sections (the individual offices that handle specific enforcement areas).
Short Version:
How many people from each section do you think your team could feasibly/desireably handle as far as understanding how the complaint process works in each section?
I’m thinking a max of two from each, but if you want more or less, let me know.
Longer Version:
We have at least 9 individual sections that maintain their own complaint process. These each enforce civil rights laws that cover:
[x] Criminal Section - hate crimes, law enforcement misconduct, human trafficking, etc.
[x] Disability Rights Section – ADA enforcement and technical assistance
[x] Employment Litigation Section – prohibits employment discrimination by public employers (state and local governments)
[x] Federal Coordination and Compliance – this one is a bit complicated. But basically, they work with various public entities to make sure they are complying with civil rights obligations.
[x] Housing and Civil Enforcement –housing, lending, religious worship, and public accommodations (restaurants, hotels, etc)
[x] Immigrant and Employee Rights – national origin/citizenship status discrimination in work
[x] Special Litigation Section – people in institutions (jails, prisons, health care facilities), constitional policing practices (think: Ferguson), access to reproductive health care clinics
[x] Voting – various voting protections
Some are simple. For example, our Criminal Section will redirect anyone who contacts them about, say, a hate crime, to the FBI.
Some are more complicated. For example, our Disability Rights Section has an entire unit dedicated to providing ADA info to people who call (members of the public, business owners, architects, etc), while also intaking complaints about ADA violations.
But each have their own esoteric system they’ve developed over the years.
I’d suggest starting with a max of two people from each section.
• Why not one? There are some sections where one person won’t know how their whole system works (DRS is a good example).
• Why not more than two? I suspect that some sections would happily offer up lots of people (say 5 or more) if you are willing – they are very motivated around this project. I think you’d get 95% of the insight from their top 2 though. I imagine at some point it may just bog your team down if we start with too many, but I’m happy to defer to you on this
