Update maintainer #4

Maintainer in the Docerfile is listed as the original maintainer. It should be the 18f devops email.

@adborden, Since Maintainer is deprecated, we should use Label instead. Do we want to make the maintainer generic to 18Fdevops? or would it be better to have it be specific folks at 18F? The Label field allows for multiple entries so we could include all the folks who contribute to this repo. 👍 wdyt? cc @ccostino

Personally I'd lean more toward the 18F Devops; we've done that for other org-level accounts such as npm and this seems like another instance of that to me. Plus, with folks being in term positions and shifting around on projects, there never really is a stable team. For instance, who is actively maintaining this right now? Which team or group has ownership over this? cloud.gov? Engineering in general? Infrastructure?

@afeld and @LinuxBozo, do either of you have any thoughts around this? Does 18F Devops make sense here or should an alternative be considered?

18F DevOps belongs to #infrastructure, so I would tend to stay away from that as the maintainer, since they aren't really maintaining this like most other things that have accounts that they do actively maintain. 18F Engineering however might be a better fit.
