First draft of rubric

Who is the primary user? State Officers

What will this help them do? We have a preliminary health rubric that can be used to inform when an SO designates a particular module as red, yellow, or green in the MES Health Tracker.

When is it needed? Before the next round of testing with SOs

What steps are needed to make it a reality?

• [x] we've reviewed past materials (including the Rosetta Stone), metrics and success criteria from MITRE and MPR
• [x] we've synthesized those materials down to a preliminary framework with at least 3-5 indicators per category

ok @amyashida, I did a good bit of work in this Mural on Friday & today; here's where I landed:

• I pulled in a bunch of indicators from reputable sources (the key at the top of the "rubric scratchpad" section links out to them all)
• I started by loosely grouping those indicators in "rubric scratchpad" section and started trying to flesh out some details about each of them, but then I felt like I needed to take a step back and see if there were any overarching themes before I went any further with that, since it seemed to easy to get mired in details that way
• so I copied them all over to the bottom right ("general rubric themes" section) and tried to group them to see if they laddered up into any overarching categories; this is where I stopped.

Here are my instincts around what needs to happen next:

• we should probably decide how we want to split out the indicators overall (since there are at least 6 different ways we could break them out, and which way we choose influences how we get feedback on on it, I think?)
• if those overarching categories in the "general rubric themes" section feel roughly right, maybe we can map a few indicators per category to however we end up splitting them up
• then we can go through and start to flesh out all the other info about each indicator as we see fit (a la the columns you started setting up in your spreadsheet)

thoughts? passing this off to you for Monday morning, I'll ping ya when I sign on to see where to hop back in, but will likely plan to try to clean up the testing doc a little!
