Reporting Process #3

I put in a placeholder for a real reporting process. @quepol, @aaronsnow, do either of you have time to think about how 18F should handle harassment reports?

There are some good community standards out there, but we will definitely need to work with OGC re taking any action.

Correct, if we want to modify tell 18F/OHRM/Civil Rights - EEO, then we'll turn this into a new policy in the future.
