add Compliance Masonry to the list of projects we maintain #6

This is more of a proposal than something that should be merged right away, but it came up in our roadmap planning last week that the Compliance Masonry project is probably closer aligned with the Compliance Toolkit than the platform work currently happening in the cloud.gov team.

@geramirez @DavidEBest @mogul Wouldn't want to merge without a :+1: from each of you. Thoughts?

At this point, Compliance Masonry is a separate but related effort. I agree that it seems more aligned to 18F compliance efforts than cloud.gov in particular, but it isn't clear that it needs to fall under the Compliance Toolkit project right now.

Seems like this relationship may have changed recently? If we don't add it as "things we maintain", it would at least be worth mentioning as a "see also".
