As a pipeline developer, I'd like to have commits merged to master pushed to the Concourse server.

It seems like regardless of Pipeline Resource there is a chicken/egg problem re: deploying pipelines and security. This is currently blocked, due to authorization issues. Some discussion here: https://concourseci.slack.com/archives/general/p1459011568001972
