Adds contact to main nav (goes to 18f.gsa.gov/contact/)
Changes footer to match sites in compliance with GSA requirements

Thanks for jumping in on these! I do have a concern about the contact link on this one. Putting it in the navigation makes for a bit of inconsistent behavior from the rest of the the navigation links. It takes a visitor out of this site and onto another 18F site, which is unexpected. The hope is also that as a next step all guides will have a group address for emails, and so contact will need to point folks to that email.
