Include methodology for how the CDE computes NIBRS dimensions #287

User feedback indicates that it's not clear how some of the dimensions are being calculated and how their totals are related. For example, we had an earlier question around how we calculate the total number of victim relationships to offender. We should consider explaining how these totals are derived to minimize confusion in the future.
