Agency View Broken on Master #291

Cannot view any Agency Details for an Offense. agency_breakage.png

Steps to replicate:

  1. Load the CDE on master (crime-data-explorer-master.fr.cloud.gov)
  2. Select a state
  3. Search for any agency in that state and select it
  4. See bug

@jpwentz Can you add some tests to the util so that this sort of bug is caught in the future?
