Update text to reflect new 2015 data #293

With the 2015 update we need to update the text to reflect the latest state of the data. I've listed out the cases below.

Uniform Reporting Participation Data - "Download this dataset to see how many law enforcement agencies have reported crime data to the FBI by state and year from 1960–2015."

Cargo theft - "Download this dataset to see totals for cargo thefts from 2013–2015."

Human trafficking - "Download this dataset to see totals by state and offense for commercial sex acts and involuntary servitude from 2013–2015."

Police employee data - "Download this dataset to see how many full-time sworn and civilian law enforcement employees have served in each state from 1960–2015."

Hate Crime - "Download this dataset to see totals for hate crimes across the country from 1991–2015."

Assaults on Law Enforcement - "Download this dataset to see totals for officers who were killed or assaulted in the line of duty from 1974–2015"

On the About page: https://crime-data-explorer.fr.cloud.gov/about

At the bottom of the page, the descriptions about the datasets in the CDE should be updated to say 2015.
