Shinston, WV not showing 2014 data or NIBRS details #294

The summary chart for Shinston, WV is missing 2014. Even if the agency didn't report that year, we should indicate that with the "missing data icon" that we use for other scenarios like this. Also, West VA is a NIBRS-only state and no NIBRS data is available for this agency.

This is not an issue -- this Agency did not report for 2014.

@jpwentz understood, but we should show the "no data icon" for 2014 in that case, not skip it in entirely.
