Explore value & feasibility of including readme & data dictionary in bulk downloads

We heard that people would like to have some of the supplementary resources, like a data dictionary, available in the download itself so they can easily pass it along to other users, like a data analysis team.

This will have to be done as part of regenerating all of the bulk files, but is dependent on a number of other tasks (like updating the data dictionary itself) before that can happen.
