Evaluate value & feasibility of including agency location data & participation data in bulk downloads #325

We know that users value locality when viewing crime data. Unfortunately details like zipcode or city/county aren't included with the incident data that is submitted to the UCR program. However, we do know the location of the agencies/ORIs that contribute this data.

Can we add an agency_location column to these datasets and will that facilitate analysis in meaningful ways? Are there limitations to doing this?

closing this for now as it looks like we can associate the ORIs that are reported with incident data with agency names and agency names with "agency location." this would help consumers better understand how reported instances of crime differ across a state.

similarly we could include things like participation and population in the downloads themselves, but are exploring ways to highlight them as part of a "download preview."
