Consider improvements for the "supplemental resources" - data dictionary & NIBRS diagram #326

We should explore ways to make our existing resources more user friendly. For example, are there ways we can improve on the current depiction of the NIBRS data structure? Is the list of data elements per segment actually necessary? How usable is our data dictionary & how do we make it easy to update to account for future changes?

suggest that we get rid of page 1 of this document: https://crime-data-explorer.fr.cloud.gov/pdf/NIBRS-attributes-and-map.pdf. Page 2 achieves the goal of explaining the structure of NIBRS and its related elements and does it more effectively than just presenting these elements as a list. What people are probably looking for from page 1 is an explanation of what these terms mean (which they can get from the data dictionary).

closing this as we have several updates to the supplemental resources in the pipeline. these will be pushed out as part of the normalized bulk downloads.
