Review existing content of bulk downloads with CJIS #327

Before we recommend more expansive changes to the bulk dataset, let's be sure that what we're including all of the right things in the first place. Let's also use this card to track if any improvements to formatting can be made.

@harrisj let's use this card to track the questions and outcomes associated with our call on Thursday, which will cover a range of topics:

--how we should interpret the differences between the NIBRS file format & how this same data is represented in the database --review of the data elements currently represented in our bulk reports and how those totals are represented. --review of the data elements that are missing and how we should be representing them in the report. --potential formatting changes, such as smaller/more discrete tables that can be joined with an incident ID, rather than trying to flatten everything out in a single file.
