2016 data missing from agency view #328

While preparing for this week's user interviews I noticed that 2016 data is missing from the agency view.

In the explorer this is presented as such, with 2016 always being presented with the "no data" icon:

And when you download the underlying data 2016 is missing from the report:

I'll look into it, but it doesn't seem to be an issue on the participation side

The issue was a hardcoded constant in the API database code. Ugh!
