Minor changes to population & participation download #329

A couple of proposed (minor) changes to the state participation and population download available via the Explorer.

The current report has a column called "county_name" which is always blank and unnecessary since we are doing a roll-up of all agencies within the state for a given year. We also show the state participation rate (based on the total number of agencies and the number of agencies reporting), as well as the percentage of agencies "covered by" another, but we don't show the percentage of population covered by the data reported. All of the numbers are there, so its easy to do the math, but we should add "population covered rate" to be consistent.

i'm going to close this out in favor of a more expansive description of proposed changes to the population and participation download
