Review methodologies for tabulating NIBRS totals in the Expl #331

We're having a working session wth CJIS on Thursday to talk through this. Will also copy the agenda/talking points in the thread here.

We need CJIS to review and let us know if they need to change going forward. We're also exploring how we can provide access to the methodologies alongside the data that is presented by the CDE.

we still need to do this; hopefully we can get to it over the course of S3.

this was done in sprint 3; @RyanSibley is now working to rewrite the copy in more accessible terms
