meta description tag should be based on page content #178

assume it would be similar for Facebook / Twitter

We could update:

  <meta name="description" content="18F builds effective, user-centric digital services focused on the interaction between government and the people and businesses it serves.">
  <meta property="og:description" content="18F builds effective, user-centric digital services focused on the interaction between government and the people and businesses it serves.">

to include text from project description, instead of the generic 18F description.
